The following link has some new information on IU (28) and Purdue (46). However, one really needs to check how good is the individual department of interest. Again, if one chooses to go out-of state, the value ranking is likely to be different. I doubt that NCCH would rank higher than IU-B for an Indiana student.

For Chemistry Department (graduate), NCCH has better ranking (16) than Purdue (22) and IU (34) per the following link.

[url=http://grad-schools.usnews.rankingsandreviews.com/best-graduate-schools/top-chemistry-schools/rankings]Rankings - Chemistry - Graduate Schools - Education - US News and World Report](http://content.kiplinger.com/tools/colleges/pubcollege.php?sortby=INRANK&orderby=flip&states%5B%5D=ALL&myschool%5B%5D=none&outputby=table)

I do not think the difference in the ranking would make it worthwhile for the extra tuition at NCCH for Indiana students in this case. Going to IU-B for chemistry makes sense if one can get more scholarship.
