2 or 3 years of foreign language for Berkeley?

Going to get straight to the point.
I’ve been going to my current CC for about a year and I want to transfer to Berkeley soon for my Computer Science major to their L&S school.
I’ve taken two years of foreign language at my high school and was told that that’s the requirement for UC’s.
When I take a look on assist.org under the L&S requirements and general breadth requirements for Berkeley, I see that it says that they require 3 years, which is probably what they recommend if you want to be competitive. But simultaneously, it says that the IGETC fulfills the L&S requirements as well.
I’m really rusty in Spanish and know if I take it I will not do good on it since I haven’t taken a Spanish class since my sophomore year in high school.
Can anyone tell me if it’d really impact my application by a landslide if I don’t take a third year of foreign language?

IGETC is sufficient for admission, but the third year of language courses is a part of the L&S graduation requirements, so you would still have to take a second-semester language course here at cal. I’m not sure if lacking that third year would be a problem or not.

http://ls-advise.berkeley.edu/requirement/summary.html suggests that IGETC can fulfill the L&S requirements.
