<p>You can apply as a transfer after 18 credits:

<p>Here's the Altoona website. If you want UP, this might be your best bet. I don't think appeal will get you to UP unless you have some overwhelming reason for your stats, like a documented learning disability (I know someone who won an appeal on this basis, but his stats were better than yours.)

<p>I think you CAN apply after 18 credits, but you will need those to be an excellent 18 credits. I think that if you go to a branch for two years, you can go to UP without further application. It would be best to check with the admissions office. Call them (or write), explain your situation and ask for transfer specifics, both from another institution and from a branch campus. IMO, if you don't think you can attain high gpa at another college, it would be safer to attend a Penn State branch campus. At least then you are a Penn State student and in their system.</p>
<p>(Transferring from another university is not the same as transferring from one PSU branch to main campus).</p>
