<p>i think it was because the sentence was reflecting upon the past, and to complete is better as to be completed. It takes a day to complete vs. It took a day to be completed.
It was a later question so i think they were being tough</p>
<p>“To be completed” is unnecessarily wordy and in the passive voice, and in harder questions they often make a big deal out of that kind of stuff, especially when “to complete” works just fine.</p>
