Can I mail my parents 2015 tax returns to my colleges ?

Most college participate in the IDOC, so you only need to send your parents’ tax returns to them once and all those colleges will receive them.
Do what each college asks you to do. Look on the financial aid pages of the college web sites for list of requirements that each college has. Some colleges don’t need to see the tax forms, some use IDOC, some want them uploaded, some want them mailed.
goldenbear2020 - not that many universities participate in IDOC, especially private ones. Only 3 of the 11 universities I applied to used it (and none of the Ivy League ones). Mail your tax forms to your financial aid office UNLESS specifically told to submit them through IDOC.
