I would say between Normal and Strong

I have also been considering applying to some of these colleges (If you could chance me for some of these that would be great): University of Virginia, New York University, UW-Madison, UIUC, IU-Bloomington, UT-Austin, University of Minnesota Twin Cities, Berea College, Baruch College (CUNY) and UCLA.

Ucla does not have spring transfers. Admissions is only for the fall term. You would apply this fall for next fall. Your chances are low simply because of the college you go to. For the UC system priority goes this way:
