Can I get into University of Delaware or UMass?

Is that a 3-test SAT score? If it’s for just CR+M, then a lot of colleges would be interested in it. Are you in-state for either university? Is that your weighted or unweighted GPA?

3-test score, not in-state for either, unweighted GPA

In which state are you considered a resident for in-state tuition?

What is your home state?

Will your parents happily pay all the OOS costs to attend those schools? Each would cost about $40k per year.

A 3.0 and your SAT isn’t likely high enough.

If your parents won’t pay all costs, then your question is moot. You couldn’t afford to attend even if accepted.

But…if your parents will pay all costs of any school, then you’ll have a number of choices!!

How much will your parents pay each year?

The UMasses aren’t as easy to get into as they used to be, but you may still have a shot.

$40K would probably be limit

You need to consider your own state universities. The stats are not good enough for any kind of automatic or competitive scholarships, and without them. OOS rate will be too expensive. Apply for the flagships unless they are total ghetto schools.

I think both schools are reaches for you, with your stats.

Both are reaches but you can try applying.
UMass Lowell and UMass Dartmouth would be high matches.
