I'm majoring in Econ at an Ivy-equal (think Stanford, MIT, UChicago, Caltech), and my GPA is kinda low at 3.1. If I kill the quant section of my GRE and also get great letters of recommendation, would it still be possible to get into a solid masters program for Industrial Engineering? GA Tech is my #1 choice; I'm a GA resident. Would it be worth my time padding my GPA with theater/arts/basketweaving classes?

No. Taking relevant classes for Engineering would be a better idea.
