Hey, I am mechanical engineering major. My upper division GPA is 3.9 but overall GPA is 3.3(I did bad in my first year). I got a good GRE score, do I have any chances to get in to top 30 engineering graduate schools?

Do you have a chance? Sure. Depends on the program and the rest of your application. I think you should apply and see what happens.
Top 30 engineering school - I think you have a good chance especially if you have good essays, good recommendations and good research.
If you are female, your chances are definitely better. The schools are still trying to increase diversity in they student population and in the top engineering schools, women are underrepresented.

A chance at the top 30? Yes. The top 3? No.
A 3.3 is still a B+ average, and the GRE counts for a lot. (More than I wish it did, honestly!) In your personal statement, try to emphasize your research experience, and your GPA in your field - not in, say, Spanish 101 or whatever. Life experience can make up for a weak portion of your application. It did for me!
yes, I did good on classes above 300, but I did bad on those GE classes.
