3.6 Weighted GPA? Chances?

My target schools want around a 3.7-3.8 GPA. (According to the scatter-plots my school and county provides- George Washington, American University, and University of St. Andrews are in that range)
Because of where I live and my school-county, they only send out weighted GPA's and colleges only see my weighted GPA.
I am a junior and have the first semester of my senior year to improve (or worsen) my GPA.

Taking 3 AP's next year which will probably boost my GPA if I do well in these courses.
Two languages, elective and a regular course as well.
I think I'm a hardworking student (not the best, but not the worst), but had a horrible freshmen year due to family issues.. But my GPA has been around 3.9 for both junior year and sophomore year. My SAT is 1910 and ACT 28. I have some extra-curricular's but no sports. (DECA, internships- Sheraton, Marriott and Smithsonian, over 100 hours of community service at my church and animal shelter + community-service hours at the internships, movie-acting, horseback riding, biking, animal club for one year, etc.)

How much would my GPA improve?
