Im a junior, and I can at most get a GPA of 3.83/4.0 ish by the end of the year, which I know sucks.

My grades last year were 3 Bs (2 + and one regular) and 3 As (all minuses ) and the rest of my HS is easily to be all A's, but with one possible A- for AP Chem. I take all APs availible and Hrs where i cant take AP. Would they look at that in good light?

Oh yeah, and my 2 B's were in French and Language Arts, but my first language isnt English, so could I mention that?

when i say it sucks, i mean compared to the other students who are applying
as for the good story part, disregard it, cuz i removed it due to “contreversy” Ive faced in other threads… but anyways what would an admissions officers approach be to that?

3.8 may be a tad low, but it doesn’t stop you from applying. I know several people who were accepted, and their GPA’s were around 3.7 and 3.8. A far as I know, they didn’t have particularly “good stories”, but were very involved in school activities. Also, it sounds like you have an upward trend of grades, which is generally good for admissions (as opposed to a downward trend).
