Yes. A 31 is good enough for UCLA, but you also need good grades and some activities.

As stated above, an ACT score of 31 is within range for UCLA, but UCLA like the majority of UC’s are very GPA focused so you need a competitive UC GPA, interesting EC’s and great essays to get that acceptance.

I copied the posted information from the UC Website under Freshman Profile. The Preliminary Freshman profile und the UCLA website shows 61% admits for California Residents.
