5 year BS/MS Engineering

I have heard that engineering students who have transferred to UCSB and most other schools can't finish all the junior year classes in their junior year. Certain classes are not available at community colleges (like Circuits sequence for EE), so it takes most students 3 years to get engineering degrees. At UC Davis it looks like I could finish all my junior classes, graduate in two years, maybe even do the BS/MS and get that done in 3 years. Is it possible to begin on the BS/MS program at a school like UCSB where I wouldn't be able to complete junior classes, and complete it in 3 years? It will take me about 5 more semesters to complete all prereqs, I want to sign a tag( preferrably with a guarantee for my major), I only need about 9 units to complete IGETC, so Ill do that in two semesters or so.

UCSB has a very small engineering program, so many required courses are not offered every term (so you have to wait if you don’t have all of your courses lined up due to missing prereqs). This problem won’t go away just because you are enrolled in the BS/MS program.
