If I apply to UC Berkeley’s CoE, but am rejected, will they still accept me into L&S given that I am a qualified applicant? I really want to attend Cal, but I do not want my interests in BioE to hurt my chances of admission. I am also considering L&S, since I might end up attending medical school afterwards anyways. I am leaning towards BioE slightly more so than a regular Biology major, but I do not want to be rejected just because I checked the College of Engineering box instead of L&S.
Thanks!
No. You have one choice at UCB. If you apply to CoE, the decision will come from CoE and it’s final.
“given that I am a qualified applicant” - How do you know you are “qualified”?

The answer is no.
If you are rejected by CoE, they will not accept you into L&S as Berkeley doesn’t allow Alternate Major.
Note, however, that no specific major is required to do pre-med course work. Biology and bioengineering are “convenient” in that many courses do overlap, but about half of applicants and matriculants to medical school are not biology majors.
