I am working in the blue book, second edition. In the last practice test (#10), section 3, I have questions about #2,3, and 4.

2:

The problem of water [pollution, frequently compounded in certain areas, because] the treatment and release of industrial wastes are not adequately regulated.

I first looked for something that said "compounded by", because I thought that was the correct phrase. But none of the choices had that, so I chose (D), which is [pollution is frequently compounded in certain areas where]. However, the answer choice says (A), which is the sentence as is. Isn't that a blatant sentence fragment?

3: [Having been a victim of malicious rumors,] Helen purposely avoided groups.

I thought this sentence was best as is (although it could be better). But the answer says the correct choice is (D), [Because being a victim of malicious rumors,]. That doesn't make sense to me.

4: In many states, [they have laws to allow students to vote wherever] they choose, either at their homes or at their college residences.

I don't have a big problem with this one, I am just wondering why (E), [the laws allow students to vote in the place where], is a better choice than (D), [the laws allow students to vote wherever]. Is "wherever" used improperly?

Thanks in advance!
