Can I double major at Carnegie Mellon in computer science and computer engineering?
If so, where would I apply?
The Carnegie institute of technology or the school of computer science?
Is the $1000 national merit award guaranteed?

You can do Electrical and Computer Engineering in CIT and CS in SCS and double major (it is not uncommon) Which one of these to choose if you got accepted into both really depends on what exactly you want to do. If you want to do double through SCS, you will have to take a bunch of theoretical comp sci and math courses in addition to the ones for ECE double. If you want to do ECE and double in CS you will have to take core electrical engineering and engineering math (which is more applied than theoretical) in addition to few programming and some theory classes in CS.

To answer the OP’s question about National Merit, CMU does NOT provide national merit scholarships. There are a couple of colleges with NMF scholarships, but almost all private schools do not offer them.

double majoring in those two fields at cmu is pretty common and doable.
