A little better than good, a little less than perfect.

2nd in a class of 65ish
30 on ACT, 32 with writing included
SAT less impressive,pretty disappointing, 640 M and R 690 W.
Will take a couple SAT 2s before applying.
4 varsity baseball letters, Captain 10, 11, 12
2 varsity football letters (10, 11)
2 or 3 varsity scholastic bowl letters depending (10, 11, 12?), captain 10,11
3 years of Key Club
Played Hockey outside of school (no school team) all through high school
Most difficult class load a school of 250 can offer, minus physics, didn't think I'd need it in life.
1st semester senior year I will spend in Springfield, Illinois as a political intern with the Illinois Governmental Internship Program, involved application with two essays, then an interview/writing exercise.
Junior year student council and Junior class president.
Attended various leadership conferences such as National Young Leaders Conference, Global Young Leaders Conference, and Presidential Youth Inaugural Conference all in D.C. and NYC.

As you can see, I'm not the gold standard of high school grads, but I think I put up a fairly strong case.

Political Science Major

I'll apply to:
Columbia (Huge reach in my opinion)
Georgetown (Guidance counselor likes my chances, I'm skeptical)
Northwestern (Best Midwestern university, and I'm not in to WashU)
Washington & Lee (probably only a slight reach, but I love the civil war)
Davidson (My ACTs are spot on, my SATs... well that could present a problem.)

The rest of the school's I envision applying to are in Illinois, and I'm sure I'll get in, but do I have a shot with those?

Columbia and GT are high reaches for you in my opinion. I don't know about NW. My friend's D with higher ACTs and high class rank was denied there, but I've seen kids with stats close to your from the NE get in there. But you are local which may not help. W&L and Davidson are slight reaches for you. The geographics are on your side.
