Yes, usually.
It depends on the university. Check school by school. Some don’t make you formally declare the first year but you still indicate one choice on the application. For other colleges you are locked in and it may be a little difficult to change.
It depends, You can usually choose undecided (or general study) even for schools that admit student directly into a major. In most cases, the intended major field is for a survey purpose or just to verify you are applying to appropriate college within the university. For instance, ChemE is not under Engineering school at UIUC.
