A Public School not so harsh on International Students?

<p>Hi
I have what I think are pretty decent stats that would put me in a good range for the public schools I am looking at (UCSD, UT) if I was in-state.
I'm looking at Public Schools mainly because of financial reasons, and I have read that UT and the UC's are very difficult to get into out of state. I have around a 3.6 GPA and 1340/2020 on the SAT. I'm retaking the SAT for hopes of a 2100+ and I was wondering which Public schools are not as harsh on international students as Texas and California.
If there are such things as private schools that generously award financial aid to international students, I would be very happy to know them- even if they are not quite as good as UT and UCSD.</p>

<p>UT is difficult for out of state students, simply because of the number of nimrods they are forced to admit by law. TX has a law that if you are in the top ten percent of your class, you’re guaranteed admission into any state public school. So, you could take underwater basket weaving and other useless courses, make the top ten percent, and get into UT. So, to balance this out, they accept only the best of the rest of the applications for the relatively few spots they have remaining, because they have to counterbalance the lesser students.</p>
