<p>This chart appears to be indepent of financial need. </p>
<p>For OOS students, there is a 4,500 discount on top of the merit money. So if you have a 1400-1600 or 32+ on the ACT, then you can get the instate tuition value (~$8,500) ** plus ** the OOS discount ($4,500) which totals around $13,000 a year.</p>
<p>Yup. You get the full value of instate tuition deducted from OOS tuition, plus the Trustee which is $4500 this year (and might go up some more for next year).</p>
<p>You do have to watch out for schools that lure you in with big first year scholarships that are literally impossible to keep. These are 4-year renewable.</p>
