<p>I am assuming that you are referring to Masters programs, since PhD programs are much longer than that.</p>
<p>And in answer to your question, transfer is not generally done. While some grad programs will transfer in previous credits from other programs, many (and in my field, MOST) will not. </p>
<p>However, I have known some PhD students to transfer from one program to another when their primary advisor moves from one university to another. While there will certainly be paperwork involved, this is usually arranged by the primary advisor upon making the move.</p>
