What are my chances at...
Yale (SCEA), WashU, Northwestern, Harvard, Vanderbilt, Rice, Duke, and UPenn?

I'll start out by saying that a 4.0 is an awesome grade point to have, and you obviously have challenged yourself in school, with 14 APs on record and 11 honors (I've never seen that before btw). Without superscoring your tests (not many schools do superscore), your SAT of 2290 and ACT of 35 place you within the Top .5% of US high school seniors, which is an amazing feat to accomplish. Your ECs and leadership are also extremely impressive. Your awards, though all of which are either regional or state, are nothing to scoff at either. All in all, you are one of the most impressive college candidates on the Chances section of CC. You will go far in college admissions (not necessarily life), if you do as well on your essays.

Chances:
Yale and Harvard: Reach (they're ivies!)
Penn: Low reach/match
Rice: Safety match
Duke: Match
Wash U: Match
Vanderbilt: Safety match

Also, in case something goes dreadfully wrong, have a state school on hand. You should also apply to UMich or Berkeley, the two most elite public schools in the US, because I think you might even qualify for some merit money at those schools.

Just because Harvard and Yale are Ivies, it doesn't mean they're reaches for everyone. I hate it when people say HYPSM are always reaches.

In at Northwestern, UPenn, Vandy, Duke, Rice. Probably not WashU because of yield protection. Yale and Harvard are possible. Although you're one of the top students at your school, perhaps even state, but there's nothing that seperates you from the top students from other schools in other states. Being in TN will help.
