A Special Case. Should I take the TOEFL ?

I Moved to the US two years ago (start of the Sophomore year) and I just finished my junior year. I took the ACT and I got a composite score of 27. I got a 36 on math but because English is not really my first language, I did not do well on English (I got 25) and reading (I got 24) sections. I asked 2 of my school counselors that if I should take the TOEFL test and they both said no because my scores are not that low, and that the college will understand that English is not my first language. I want to get into a good engineering college like CMU or even Stanford (I think that I’m being realistic). I have a 3.9 GPA (unweighted) and I’m taking as many math and engineering related classes as I can.

I have looked for cases like mine but I did not find any similar situations. So I’m asking you guys if I should take the TOEFL or not, and also I want to have a sense of how good colleges are flexible for my excuse of a low ACT score.

Why not just prepare a little more, then take the ACT again? If you’re currently a junior, and signed up, take the June test. Or prepare a little over the summer, then take the Sept and/or Oct ACT.

Your score will probably improve as you get more comfortable with the test.
