A transfer essay to A&M about a really special circumstance

Ok, I'm recently writing my transfer admission essay for Texas A&M college station, and the essay ask you to talk about an "extenuating circumstance" you have faced during your first year in your current university. I notice that my failure of making UT CAP is a really good example, so should I talk about it in my transfer admission essay for Texas A&M? If I do so, would they think like "Ok, UT is your prior choice than A&M." Would it be harmful for my admission decision? In addition, I truly want to attend A&M, I worked hard for my summer courses to raise my GPA, I went to transfer event which was about 2 hours and I drove like 6 hours all the way from Dallas to College station, and I went for advising numerous times. I will EXTREMELY appreciate if someone answer me this!
