<p>Okay, here's the situation. My family and I have lived in NC for 7 years. I hold an H-4 visa (dependent of H-1). Although I'm not a permanent resident, can I establish state residency at North Carolina and apply to UNC as a first-year applicant, not as international student. I haven't taken the TOEFL, but will take in November. By then, it will be too late for me to apply for scholarship. Another question is, can I leave the TOEFL section blank and submit later if I choose to apply early? Sorry for the trouble, but I'm really confused right now. The best thing is probably to call, but are there anyone who knows about this?</p>
<p>Call and check. I believe that you do not have to take the TOEFL if you graduated from a high school where the instruction was in English. Did you go to HS in NC?</p>
<p>Yes I go to HS in NC. I’m so close to get my greencard. My family has applied for adjustment of status, but the result will not come out until next year. :(</p>
<p>It’s better to call UNC and ask about your residency status. I think all college application ask if you are a US citizen or US resident.</p>
