A year off before transferring (again) to UCI

Hi guys I am an International Student who was going to transfer to UCI this Fall 2012 from a CC. I got admitted with the Regents scholarship, registered for classes but then failed to pay fees because of my family can't afford non-resident fees at the moment. So I withdrew from the school and reluctantly decided to take a year off. It feels odd for me because I've never heard of anybody take a year off this late, in the middle of studying like this.
I was wondering if I am still eligible for TAG and will the year off affect my chances of getting into UCI again for Fall 2013?
Thanks a lot for your time.

call the school and ask.

Also, the tuition will only go UP over time. Don’t be afraid of taking out a loan if the interest rate is low and do what you can to get out quickly. Chose a short major and plan it thoroughly. If you do take a year off, work and do internships that are hopefully relevant(even if tangentially) to your career goals and are at well known reputable institutions.
