Hey there. I am currently applying to schools in UK as well as US, so I’m wondering if the binding policy of Early Decision is globally effective.

It only depends on your personal ethics, or lack thereof.
And what the school’s policy is (call up the web site and read it).
I would say it is. I don’t think there is an “out” on the ED agreement for international schools.
ED is an agreement on the part of the college to give you special consideration if you give them exclusive consideration should you be accepted. If you don’t like those terms, why do you think your convenience surpasses your responsibility to be ethical and carry through with your commitments?
If ED is burdensome, then bypass it and apply RD without any constraints. it’s not meant for everyone. But you seem to be asking whether you can enjoy its benefits but walk away when they call you to deliver your portion of the agreement. That’s why your ethics are being called to question here.
