About the application

Tell me if I got this right:

You submit an application with self reported grades and scores, an essay, ec’s.

Then you’re done?

When do you send your transcript and score reports and stuff?

Does your couselor have to do anything?

I’m out of state… if that makes any difference…

oh yea and does the major make the big diff where you get accepted or rejected?

Official high school and college transcripts and test score reports have to be submitted by July 15.

As for whether your declared major has an effect on your chances for admissions, it depends. The only major I know of that's significantly more competitive at most UCs is engineering, although individual UCs may have majors that are harder to get into than others.

so im guessing engineering majors are pretty competitive in terms of math sat score basically...

Yep, that's basically it. Everything is self-reported. You only send your transcript once you pick your UC and submit your statement of intent to register, which just tells them that you accept their offer of admission. Your counselor doesn't have to do anything. To quote my UCLA tour guide last year, "If you send us letters of recommendation, we'll stick them in a box and throw them away later." So, basically, sending recs would be a waste of time and energy.
