academic decathalon is so stupid- in grammar too

<p>I don't understnad how they arrived at the answer to this question:</p>

<p>"For I have noted that man's counsel is of best effect, who has been tried in action"</p>

<p>"That" is used as a(an):</p>

(d) conjunction
(e) preposition</p>

<p>they said it was (c) adjective. How in the world? "That" is not referring to counsel in any shape form or fashion. If you make it so it does, the sentence doesn't make sense</p>
