Do you think it hurts my chances?
I was academically suspended in 2007. I do not think that I was prepared for university and the social freedoms it offered. I am now back in school and have been doing well with A's and B's. I had one bad semester with harassing roommates and my grades suffered for it but I was not put back on probation.

Because of these problems, I am desperate to transfer and have a new start. My GPA is currently a 2.39 and I will be a senior in January. Would any universities accept me with my past academic record?

Almost any institution that you would transfer to will require that you are enrolled there for a full two years. One that might admit you will full credit is UMUC However, it is primarily a distance education program and that might not be what you are looking for.

If you are very clear about your major field of study, you should identify several colleges/universities that are affordable for you, and contact the transfer admissions offices. Since your grades have been improving over time, you there is the possibility that you can be admitted. The important thing here is to make it clear that you are no longer as young and stupid as you were back in 2007, and that your newer better grades demonstrate that you are indeed capable of college-level work.
