<p>The two issues are related. When you don't want to go over, you are extremely conservative in admits. If you're truly careful, you may even "underadmit" so that if the unexpected happens (yield exceeds prediction), you'll have the right size class. </p>

<p>With that kind of caution, you will end up with spaces if yield remains relatively stable. Then you go to the waitlist.</p>
