Ok, so i know its possible to get into a great school with a good gpa and bad sat scores. But wat about the other way around. i have a bad gpa (3.2 unweighted and 3.7 weighted) and good sat scores like above 2000. will this look really bad and has anyone gotten accpeted to a great school (emory, tufts, upenn etc) with a situation kinda like this?

Maybe if you're a URM or recruited athlete but usually you can't get into a school like Emory or Tufts with a 3.2UW.

Depends on the circumstances. Are we talking about a bad 9th grade with continuous improvement that shows maturing over time/lessons learned, etc...? (Some schools, like Stanford don't include 9th grade in the GPA calculation). Are we talking about a major family crisis or illness that might reasonably cast a shadow over your academic performance? Is this the result of some specific disability or barrier-English isn't your primary language, numbers make you go blind, etc...? Do you have some passion that caused you to totally ignore your academic development, like you are a self-taught expert on black holes or a passionate artist who couldn't make time for school? Bright and 'unusual' kids, who didn't find high school especially challenging, might find Reed a good fit.

If the answer is that you are a very, very late bloomer (like, it's going to happen, probably, in college), you might spend a year or two at community college to prove that the blooming is going to happen. Or go to a less competitive school and be the star that your test scores say you could be.
