Act composite vs subscores

I am very concerned about my latest ACT score.
Composite: 29
English: 36
Math: 33
Reading: 19
Science: 27
Writing: 8

I do not know how I could have done so poorly on Reading. I have heard that colleges only look at composite scores. I have also heard that colleges really only pay attention to English and Math. Is either rumor true? If not, how important are the individual subscores compared to the composite? How much will this blemish hurt me?
I received a 25 on Reading on my test prior to this one. Will it help that the colleges see I had a 25 or will they disregard it because it was on a lower composite?
Thanks for the help.
