I don’t know about SAT, but I don’t think there is an answer explanation for each ACT booklets.
And there are only 5 booklets: 05-06, 08-09, 11-12, 14-15, and 15-16.

the only explanations provided for act questions from the company are those in the red book and those for the sample test on their site
