i have a 25 composite ACT score (includes english, reading, science, and math), but the school im applying to only looks at english and math ( i scored 28 on english and 26 on math). Does the college take a composite score out of those two subjects, or how do they determine it? instead of having a 25, would I have a 27 based on those two subjects only?

It means it considers only the English and math score like it says. It does not consider composites or create new ones. It likely also says it considers only the math and CR sections of the SAT. It is not necessary for a college to come up with new composites to determine admission.
