ACT reading and science sections bad indicators of college success?

Although this article isn’t too recent, it got me thinking. Researchers say that the reading and science sections of the ACT are not indicative of college success while the math and English sections prove to be. So is this why many colleges favor the English and math sections over the reading and science sections? And if so, do the math and English sections carry more weight during admissions?
