ACT/SAT Extended time unfair?

Recently one of my friends was granted extended time for his ACT and he apparently has a reading disability where he cannot read as fast as others. I assumed he would get extra time for the reading section only but then realized he got extended time for the whole test which is really unfair. He even tells me he does not need it for the science and math sections but yet he still gets 30 minutes plus extra time for each section. I think this is ridiculously unfair. So I have been hearing a lot the argument that “you have to be smart in the first place to answer the questions”, but I mean the test is relatively pretty easy it is just the time restraints that cause stress and pressure causing students to make mistakes. If I had extra time for the science section I would easily be able to hit 33+ range given it is just reading graphs and applying basic reasoning. I feel rude saying this but I really think the test should measure a person’s ability to work under time constraints with various questions and giving extra time detracts from this purpose. If you have a reading disability or dyslexia, I am sorry to say it, but you mentally are not as capable as other students in certain situations with time restraints and that should be reflected in the scores. What do you guys think?

I think it’s your friend’s business and not yours. Doesn’t affect your score or your grades or your admissions chances.
