So I am applying to UC, and it says it requires either ACT with Writing OR SAT1 Reasoning.

My ACT score is 31, better than my SAT1 score of 1930.

Question is: Can I just report the ACT score? When they see my CB record, are they gonna penalize me for not listing my SAT1 score? Also, if I put down both scores, which will be used for evaluations and calculating the UCSD admission score stuff?

Yes, you can submit just your ACT score. If they say "or" they mean it. If you put down both, they'll use their conversion chart and give you the highest one as consideration.

Are you taking SATII's? Why do you say "when they see my CB record"? When CB sends your score I think you get them all. I think AP's are sent separately. Even though adcoms supposedly "only" look at your highest scores and "only" at the ACT composite, nothing stops them from looking at all of score that are sitting right in front of them on the same piece of paper. When they plug them into a formula if they are going to establish an "Academic Index" then they'll use the highest SAT's (superscore) but I don't think they superscore the ACT. In any case both your scores are very good, so I would send them both.
