Is it okay to send your score report before submitting an application?

Why not? The free score report are usually sent far ahead of application.

You may not want to use the free score reporting just in case your ACT score isn’t what you need it to be. (I’m assuming that at this late date you’ve already taken the SAT or ACT once before.)

Not a problem, schools will start a file with all of the pieces of your application and then review when it is complete. One of my kids sent a free Score Report in Jan of jr year and they still had it when she applied the following year.

For schools that want all scores, it does make sense to use the free score reports. Anyway, I am just using it as an example that people send in scores far ahead of time. I am not encouraging the OP to use the free score report option.
