ACT score

My first time taking my act i took the residual and got a 21 my second time i took the normal act and got a 23. Niether times i have studied. What kind of colleges am i looking at with these scores? Also i am enrolling in an ACT prep class to raise my score. I am hoping to get a 28 at least. Is this possible? (i am a junior and with a gpa of a 3.89)

Your GPA isn’t relevant - but your class rank is. With that score (23) your looking at state flagship or a low tier school.

If you can get 28+ you will improve your chances significantly.

These scores are very weak, so you should definitely study a lot. Make your goal about 30 and take some practice tests.

we dont have class ranks yet since i am only a junior

A 23 is good enough for about 75% or more of all colleges. However, it is too low for any higher ranked colleges if that is what you are aiming for.

im looking into the following colleges:
university of flordia
university of tennessee knoxville
university of north carolina chapel hill
belmont university
pepperdine (maybe?)

Middle 50% ACT ranges for ones you list:

UF: 26-31
UNC: 26-31
Tennessee: 24-29
Belmont: 23-29
Pepperdine: 26-30

In other words you are low for all of them except just barely in the middle 50% range for Belmont
