If I’m going to be applying to schools who require the ACT with essay, do I have to take the act with essay each time? If I’m happy with my essay score as of now, do I still have to continue taking it with the essay? Say I get my best score on the next act but I take it without the essay. Will I still be able to submit this score to said college?

No
It depends on the college. Check to see if the colleges superscore the ACT. I don’t think many of them do though.
So this piece is saying to ALWAYS take the essays. According to them, “Colleges requiring the essay will typically not superscore test dates without the essay.”

It depends on college and you really need to contact them to find out because most do not put what they actually do on their site. The issue does not depend on whether they do or do not superscore the ACT. The issue is whether they will use an ACT without writing at all and they may not do so even if they superscore. If you are considering another ACT, I would advise that if you want to be certain it will be used by colleges that normally require writing, that you take the writing section unless you personally have confirmed with every college to which you intend to apply that you need not do so.
I’m assuming you are a junior yes @Dylan197? If so, its very likely that the writing is no longer required at most colleges since many of them are now dropping the writing requirement now that the (new) SAT is writing optional. You need to check the websites for schools you are interested in.
