Okay, so I took the ACT twice,
First time with writing, scored well.
Second time without writing, scored better than first time.

Some universities require submitting both ACT + writing. If I send in both test scores, will they pick the higher ACT with the writing from the lower ACT?

Varies and most don’t say on their sites what they do if you submit both an ACT with writing and one without so to learn what they actuallly do requires contact with college. I know UIUC, which requires writing, will use a higher one without writing for admission as long as you do submit one with writing. I was told by Yale a few years back that one without writing will not be used.
