it's just a space for you to clarify some confusion. For example, I took the ACT and i made a mechnical mistake. So I went ahead and explain why i got such an unbelievable low score.

I didn't write anything because my counselor clarified my academic circumstances in her letter of recommendation (I'm an AP/honors student with a 34 ACT but I've been dropped with an F from two classes, and failed a few others, including two semesters of gym, and possibly a third now). I felt that if I added anything it would sound like I was whining/trying to make excuses for my performance, so I left it blank.

if i dont have any confusion that i need to clarify, should i leave it blank? does leaving it blank look like you dont care?

No, leaving it blank simply means that nothing needs clarification. Of course, you could be bold (I'm serious here) and write something like "I love _______ University!! <333" or something similar. Or put in a nice quote. Plenty of people leave it blank, but if you don't feel comfortable doing that, you could always put in something totally unique.
