I was looking through some of the colleges' admission sites,
and most of them asked for 2 teacher recommendations.

But I was wondering if they accept additional recommendation letters from people who know me very well in the community.
For instance, I was extensively involved with numerous community projects sponsored by a local church, and the reverend there could probably give me a very detailed and tangible description of who I am.

So are extra recommendations allowed?
if so, are they classified as supplementary materials?
(btw... I am hoping to apply to schools like Brown, Duke, Cornell, and JHU)

They are almost always allowed but there is no need to send them unless they say something different or additional about you in comparison to the other two. If the first two say "he/she is a great person" and the third one says "he/she is a great person" it wont help. Only send it if it is something extra and different.

I would judge how "different" that supplemental rec would be from your 2 primary ones. If you're asking it from someone you know that is just going to repeat things that your teachers have said, then don't do it. But if it's going to be from an unique angle, then sure.

Look carefully at the colleges' supplemental material policy though. As I recall, there were some schools that I applied to this year where they SPECIFICALLY said they didn't want any supplemental material. So be careful. :]
