What does is the university's attitude about additional recommendations?
Is it strongly discouraged, or acceptable if it adds a new light to the candidate?

If you got deferred and want to send another recommendation that will actually add new light you should send it. It may actually help you get in.

Yeah, I sent two teacher recs there when applying EDI. It really can't hurt any, especially if they are good.

i sent two as well because one of my teachers was from sophomore year but knew my performances in the science and i want to be a chemical engineer.

Although Wash U only requests 2 recommendations, I sent 3 with mine (in addition to my college guidance counselor's rec):
from my Chem teacher (i want to major in chemistry)
from my History teacher (my model UN advisor)
from my Latin teacher (a totally awesome eloquent guy)

It definitely cannot hurt as long as its not repetitive...hey...it worked for me i guess...
