Maybe this sentence taken from the link will help:
“The materials should be submitted to Northwestern’s Office of Undergraduate Admission according to the instructions (PDF) in the application for admission.”

As far as your question about the high school remitting the transcripts…Some High School Record office/Guidance Counselors remit the transcripts on your behalf, some do not. You should check with your Guidance Counselor tomorrow to find out the protocol.
