Just saw this and thought it explained things pretty good.

Good document to pay attention to. These are the guidelines sent to congressional offices. Here are a few things to make note of concerning nominations. It appears that children of parents with even just eight years of reserve service are eligible for a Presidential nomination. Something that has not been discussed much on this forum is that the Secretary of the Air Force can make up to 150 nominations from those who were ranked alternates but did not receive congressional nominations, and that the academy superintendent can make 50 nominations. Applicants, as always, should work hard to get a nomination, but do please work even harder to get your appointment. If the academy wants you, they will find a way to get you a nomination.
