I was wondering if I would be able to apply to Penn if i just took the ACT with the writing section and the SAT Reasoning Test but not any SAT II Subject Tests. Would I meet the admission requirements?

Don’t rely on random strangers to answer questions that are addressed clearly in easily accessible, official materials.

You can submit EITHER the SAT I and two SAT IIs OR the ACT with writing. If you take the ACT with writing and are satisfied with your score, you don’t have to take the SAT Reasoning Test at all (at least not to meet the Penn admission requirements). If you don’t want to rely on your ACT score, you need to give them SAT I and two SAT IIs, or you will not have met the requirements.

If you submit the SAT I and the ACT, but no SAT IIs, they will get confused. You should hope that they simply throw out your unnecessary SAT I and leave it at that, rather than deciding that your application is incomplete because you submitted only an SAT I. Don’t risk it. Go one way, or the other, or do both completely (which is not silly only if they are both equally good and you need to take all the SAT tests for some other application), but don’t submit 1-1/2 complete test sets.
