So, for one of the very highly selective colleges I am applying to, the admissions director for my region ALSO happens to be the Director of Multicultural Enrollment (for undergrad admissions).

I am certainly not underrepresented or a minority...does that affect my chances?

No. It simply means that this admissions person is a little more senior and has additional responsibilites in addition to his/her region (perhaps coordinating a diversity fly-in, mc materials, etc.).

You’re fearful that the person would favor minorities in his/her assigned region? I think you’ll have to trust the professionalism of the college. Like purple said, this person obviously has advanced ahead enough (b/c they were doing so well as just a regional person) to take an additional role.

If you’re looking into the background of the admissions officers at a particular school, you’re probably digging WAAAY too much and risk getting dinged for the creep factor alone. Concentrate on putting together your best possible application package, not looking for some advantage by stroking the admissions staff. You don’t have to read too far into stories from inside the admissions department to learn that that can only backfire.
