whoops…just saw how late your son graduates! Delete that part of my comment! Good luck
I did just read an answer to your question in their FAQ’s…I’m not sure it will help you much more than the answers you’ve gotten here, but at least it’s from the horses mouth so to speak. It’s the last question on the page:

This group is awesome. Thanks for the support and answers!
Admission to Smeal is very competitive. If she received the same notification as cbpmom describes then your D’s stats probably didn’t quite qualify her for admission to Smeal (or Engineering or a few other majors) but did qualify her for admission to Penn State (Congrats on that) IF she is willing to enroll in another major or start at a branch campus. If she wants to be a business major at PSU (and who wouldn’t?) , she should go ahead and enroll in another major, work hard and earn good grades and then apply for entry to major later on.She should familiarize herself with the process and qualifications for applying for Smeal as an enrolled student so she doesn’t miss any deadlines and is aware of requirements. Good luck.
When I was at PSU UP, I noticed some people entered UP as undecided, then switched to desired major later on. That was a long time ago, but not sure if they still do it at PSU.
